It is a visual celebration of the moment when וַתִּקַּח מִרְיָם הַנְּבִיאָה אֲחוֹת אַהֲרֹן אֶת הַתֹּף בְּיָדָהּ—and Miriam the prophetess took the tambourine in her hand (Exodus 15:20).
